The Australian skipper has taken 309 Test scalps in 71 Test matches with an average of 22.10.
Australia's selection chief Bailey has confirmed that skipper Cummins will play a "major part" in this winter's Ashes series.
Speculation had been growing that Cummins might miss the series due to a persistent back stress problem that remained unresolved.
Previous updates from the squad suggested no definitive call had been made regarding whether he would play, with the extended contest scheduled to begin on the 21st of November in Western Australia.
The selector shared that his recovery is on track and was "optimistic" about his chances of taking part.
"We're aware that the clock is ticking and multiple considerations involved, aside from the physical problem, but further aspects," the selector added.
"The outlook is good. We firmly believe that he'll participate in a significant role. With luck it's the first Test. Should that not happen, we'll adjust."
Previous Setbacks
The captain missed Australia's limited-overs series against New Zealand and India in the previous weeks after scans revealed a lumbar bone stress.
Previous incidents include of spinal problems, with flare-ups in multiple past seasons leading to absences from multiple domestic campaigns in four years.
He emphasized he would be ""aggressive" and "take risks" in his recovery plan to ensure his availability for the contest.
Bailey noted that he did not know if he had started his bowling workouts as part of his comeback but acknowledged it was "pressing" for him to recover fully for the opener.
Alternative Arrangements
Should Cummins not be fit, ex-skipper Smith will take over the captaincy.
The talented all-rounder was withdrawn recently from the ODI lineup for their limited-overs matches against the Asian giants as a safety move because of discomfort in his torso.
Bailey described it as a "small issue and mentioned that he'll feature in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"We put so much time has gone into creating the schedule for him to take part for the opening match as an batting and bowling option," Bailey explained.
"He was only going to play the initial matches anyway. The way he swings the willow in shorter formats, should it hinder progress for another day, the choice was made to take a cautious route."
